For more than a decade, World Vision has worked with the communities in northern Uganda to help them cope with the impacts of war. At World Vision’s Children of War Centre in Gulu, children who escape from captivity under the Lord’s Resistance Army are helped to return home and rebuild their lives through psychosocial counselling, healthcare, education and vocational training. In the camps for displaced persons, food, water and shelter only begin to address the needs of millions of families forced from their homes. We can give blankets to night commuters, but we also need to end the fear that drives them to leave home. The insecurity and costs of this war for everyone over the years is a price that is too high to pay

Hitting people is wrong – and children are people too. Corporal punishment of children breaches their fundamental rights to respect for their human dignity and physical integrity. Its legality breaches their right to equal protection under the law. Urgent action is needed in every region of the world to respect fully the rights of all children – the smallest and most fragile of people. This report reviews law and policy in relation to corporal punishment and deliberate humiliation of children throughout the world. It makes recommendations for law reform and other measures which it is hoped will be adopted and pursued urgently, at national, regional and international levels, in the context of follow-up to the UN Secretary-General’s Study on Violence against Children.

Gender equality is central to realizing the Millennium agenda, which risks failure without the full participation of all members of society. Within the Millennium Declaration and the Millennium Development Goals, and at the heart of the United Nations itself, is the acknowledgement that the vulnerable, especially children, require special care and attention. Gender equality will not only empower women to overcome poverty, but also their children, families, communities and countries. When seen in this light, gender quality is not only morally right – it is pivotal to human progress and sustainable development.

Today, conflicts tend to affect an increasing number of children. Attacks are generally indiscriminate and children regularly become the strategic target of belligerents, as the enemy is defined through "ethnicity". A dramatic situation, which increases with the number and length of wars - wars waged by adults, where children are always the first and weakest victims.

The “White Paper on Intercultural Dialogue” presented here, emphatically argues in the name of the governments of the 47 member states of the Council of Europe that our common future depends on our ability to safeguard and develop human rights, as enshrined in the European Convention on Human Rights, democracy and the rule of law and to promote mutual understanding. It reasons that the intercultural approach offers a forward-looking model for managing cultural diversity. It proposes a conception based on individual human dignity (embracing our common humanity and common destiny). If there is a European identity to be realised, it will be based on shared fundamental values, respect for common heritage and cultural diversity as well as respect for the equal dignity of every individual.
